Why are payments held?
PayPal can hold payments on new accounts, for unusual sales activity, or for higher-risk products, often until delivery is confirmed or for a period after the sale. It can also set a reserve. To reduce holds: complete verification fully, describe the business accurately, use tracked shipping, answer customer disputes promptly, and grow volume steadily rather than suddenly.
Disputes and chargebacks also affect holds and reserves. Respond within PayPal's deadline with tracking, delivery confirmation and your communications with the customer, and keep a clear, visible refund policy. A pattern of unresolved disputes is one of the main reasons accounts are limited.
How is PayPal income reported?
PayPal sends Form 1099-K when an account's payments for goods and services exceed the federal threshold of $20,000 and 200 transactions in a year, and some states set lower thresholds. The form shows gross payments, before fees and refunds. Record the gross sales in your books, with fees and refunds as separate entries, so your return reconciles to the form. How do you reconcile PayPal each month?
Treat PayPal as a bank account in your books. Download the monthly activity report, record gross sales, fees, refunds, currency conversions and transfers to the bank as separate entries, and check that the closing balance matches PayPal's. What if the owner lives outside the US?
A US LLC can hold a US PayPal Business account, but identity verification of owners without an SSN or ITIN can be harder, and approval is PayPal's decision. Give PayPal a W-8BEN or W-9 as it requests. Owners in countries where PayPal does not operate, such as Pakistan, use the LLC's US account rather than a local one.
