Why did you receive it?

The IRS's filters flagged a return in your name as possibly fraudulent, for example because of a change in address, bank account or income pattern, and stopped it until the filer's identity is confirmed. Many genuine taxpayers receive these letters.

How do you verify your identity?

  1. Confirm the letter is genuine

Use the IRS website address or phone number, not links in emails or texts.

  2. Gather documents

The letter, the return it refers to, the prior year's return and supporting forms such as W-2s and 1099s.

  3. Verify online

Through the IRS identity verification service, which may require an ID.me account.

  4. Or call

The number in the letter, if online verification is not possible.

  5. Confirm whether you filed

Answer the questions about the return.

If you cannot verify online or by phone, the IRS may ask you to visit a Taxpayer Assistance Center in person with identification.

What if you did not file the return?

Tell the IRS during verification. It will remove the fraudulent return from your record. If identity theft affects your ability to file, you may need to file an identity theft affidavit and file your real return on paper. You may also be offered an identity protection PIN for future years.

How long does the refund take?

Once identity is confirmed, the IRS generally processes the return and issues any refund within about nine weeks. Track it with the IRS's refund tool, and avoid calling repeatedly before that time has passed.

How do you avoid scams?

The IRS does not ask for verification by email, text or social media, and does not demand payment in gift cards or cryptocurrency. Navigate to the IRS site directly. See how to respond to an IRS notice.

Can non-residents receive it?

Yes, for example on a Form 1040-NR. Verification may need to be done by phone using the international number, with the same documents. See filing US forms from abroad.
